NRA knife - made by Kizer?

I got an email from the NRA for deals on their website, and saw this:

No manufacturer is listed, only that it's imported. It's 440C. The G10 and liner are strikingly similar to my Kizer Ki4411F1. Many NRA-branded knives are made from numerous well-known manufacturers, while others are typical mystery factory builds, so nothing would surprise me.

I've never seen Kizer use 440c or bead blast their knives. But they are part of a much larger company so I guess it's possible that they made this.
 
Doesn't look like Kizer to me either. I don't think I've ever seen a combo blade Kizer...

It is reminiscent of the Klecker designed Kizers, the 3411 and 4411. Maybe this is a Klecker design?
