Odd hawk found in the ground.

Found this at a house demolition in northern Mexico. I'm not sure what to make of it. No markings on it.

What do you guys think. Do you know of anyone how could help me ID it?

I think it’s a devil motif. It looks French to me. I have never seen this type of depiction of the devil in Mexican culture. I actually spent a few years initiating myself in a few sects down here to learn about the symbols and customs (I believe in none of it but learned it to better know a few things about the criminal culture down here). “La llorona” has nothing to do with the devil by the way
