Cattaraugus made one. Here's a poor example, with a very tipped punch and a worn blade. A handful at 3 3/4" long. Beautiful handles though.

I have always really liked Richtig knives. I have a small paring knife that I use all the time. His kitchen knives don't really go for what they used to, but the prices of his leather handled combat knives are getting pretty crazy. On an unrelated note, here is an old fruit knife that I got last week. MOP handles and blade, ivory spring. - Dan

Here are a couple of my latest Allentowns Charlie, a 4" and a 3-3/8".
The spring on this 4" doesn't look as hefty as your Empire. but I got two long pulls on one knife !

One of the Wolfertz brothers was an agent for their company in N.Y.C., and as clannish as the German immigrants were, I'm not surprized that they'd do business with Wiebusch & Hilger.
