This is one of the original Cold Steel Recon Scouts issued to Desert Storm troops in the early 1990's.

It has lived in my safe since the early to mid 1990's when I received it. It has never been used or sharpened, but I wouldn't call it 'mint' since it does have some handling marks around the hilt from getting bumped around in the safe over the years.
