Years ago, backpacking in the Adirondacks in October, with typical wet weather, one of the other guys pulls a propane torch out of his pack to start a fire. It worked.
The last time I was camping with my scouts it had rained for several dains previous to our trip and had just clearing off. There was no real chance of a fire spreading with everything cold and thoroughly saturated. Still, you clear the area around the fire ring.
One of the greatest challenges with young scouts is getting them to understand that they need LOTS of tinder prepared before they try lighting anything. They just want to light it up, but then it goes out when they run out of tinder. Eventually they will learn.
