That is a LMS prototype. In addition to the missing talon hole and lanyard hole, it's "unfinished" in a couple other ways as well. The blade surface is still rough from the grinder and the handle protrudes slightly from the scales on the edge side of the blade. I'm not complaining one bit, though. I like that these things give it character.
