Ontario RAT-7 Sharpening question?

I just got it, new in box.
It does not seem to be very sharp. I expected it to be able to cut hair on my arm...
I have a small Gatco X shapped sharpener.

I just am not sure how i go about getting this sucker sharp? will this tool work? Will it just take a long time? should i just be patient and keep at it on the gatco?

get a oil stone coarse and fine cheap like 15 bucks at walmart . Thats what I used for years now I use a paper wheel
