Triton X-100, Dioctylsulfosuccinate 75, DisperByk, Niaproof 08, or any non-ionic dispersant.
I think Triton X-100 and DOS-75 are FDA approved; can't remember. All of them are EPA-friendly. DOS-75 is a common ingredient in soaps, shampoos, and hair conditioners.
Sigma-Aldrich sells the Triton X-100, and McIntyre sells the DOS-75 as Mackanate 75.
A little dab'll do ya when it comes to surfactants. Typical surfactant load in formulations is 0.5% to 1.5% of the weight of the ingredient to be dispersed.
