Ordered a TOPS Little Bugger, is their quality always this bad?

The two TOPS knives I have were great. The edge on one of them wasn't as sharp as I'd like, they do tend to make sharpened prybars.
 
Send it back. Knife of that price point should not have that kind of edge, in fact not even really affordable knife should have that kind of edge.
 
I have a Camp Creek and a Mini Scandi folder. Both have superb grinds, fit and finish. Tops customer service has always been exemplary in my experience. Give them a chance to make it right.
 
I bought one right after release from tops. Mine was Very well executed. All the scratches came from use. I think you may have got a bad one because my brother and I both bought these and have not had the same issues.
 
Contact the company. Mistakes can happen. I don't know if anyone was "drunk" but maybe it was somebody's first day on the job, the end of a double shift before a holiday weekend, or who knows what else. Maybe it was a return that got accidentally returned to stock. Whatever the case, it slipped through quality control and Tops should know about it. I'm guessing they'll make it right for you.
 
I’ve owned a few Tops knives and never had an issue with quality. I will admit though that the sheath is ridiculously tight but it was designed that way.
