The law itself may not help at all. regulations are written to explain how the law should be applied. If I were you I would write the states attorney general's office.
There is a federal web site called www.thomas.gov that helps with federal legislation. Perhaps there is something in PA that is similar.
I have a feeling that without a concealed weapons carry permit (if knives are included in PA) it would be considered illegal.
going from what is cited on the Bernard Levine knife laws site (http://pweb.netcom.com/~brlevine/sta-law.htm) It looks to be that the only specifically prohibited concealed carry knives are switchblades.
You should also check with your local ordinances, I know philly has its own ordnance on this(not exaclty sure what it is though)
I personally carry a Strider MFS with a 4.5inch blade everyday, and im working on a kydex sheath for a my new 5.5inch Strider MT MOD 10, but thats just me YMMV
