As far as rain, a simple to rig canvas or leather top will keep contents dry. That or you can use treated stuff sacks. I'm not sure the weight of the pack but is pretty light. Mick uses his for ice fishing and carries a lot of tip ups. You'd be amazed how many pounds can be carried comfortably.
I have friends that use surplus military laundry bags as liners for their packbaskets. They have a waterproof coating. They just cinch up the top and tie it off.
I've used (the same) one for hauling my ice fishing gear for 32 years! (I varnished it when I first got it, and I'm sure that helped with the longevity.)
Rain isn't an issue for this type of use; it falls as snow. The splits are starting to break around the bottom "corners" of the basket, but it still has a lot of life left in it. These type packs are surprisingly light weight. They excel at protecting fragile or bulky gear.
