I don't see any problem either. If you are going to take a macro lens to stuff you will always find flaws in anything. Does it cut? How does it cut?

Just got a new digi/DLC para 2 this week and it is like yours, my slightly older (1yr) has marks but not nearly as pronounced. Doesn't bother me either way just wanted to chime in. Both of my paras are smooth as glass, very nice to open and close, and came shaving sharp. No complaints here.

It's flared tubing, it has to flex and stretch as it is "flared" so it's not going to be perfect, ever.

My PM2 actually doesn't look like that, but my other PM2 and both Military models do have stretch marks.
