I think this might have already been advised in another post, but you can use the super glue to glue the liners to the scales. After the glue is set you can dimple the now laminate scale by drilling through the liner into the outer layer of material. I use an 1/8" bit and just randomly dimple the scale. You only want to go deep enough to allow your epoxy to reach through and bond to the outer layer. Avoid going too deep as the holes might be exposed when shaping the handle. Then use slow setting, 2 part epoxy. G-Flex and Acraglas are the norm.
