A lot of us use Paypal, the Exchange virtually runs off it, so you may be interested to know that PayPal has blocked me making a knife purchase from a well-respected overseas maker who often offers his excellent blades here.
When I first sent the payment, I got a message that it was suspended because they needed to review for a potentially illegitimate transaction. Then I received an email from PayPal asking why the message attached to the payment included the words "for persian". I responded that this was a custom knife purchase and it was for what is called a persian-style blade.
Then today, I received an email to say that my payment was being reversed:
"We have completed our review of this transaction.
Amount: $XXXX USD
Transaction ID: XXXXXXXXXXXX
Recipient: XXXXXXXXXXXXX
View the details of this transaction
Unfortunately, we are not able to complete this particular transaction. This reversal is specific to this transaction and does not affect the use of your PayPal account for other transactions. We apologize for any inconvenience this may cause.

When I click on the link to "Government regulations and policies" it just directs me to PayPal's generic help / contact page. So that's no use.
However, when I log into my PayPal account, I get a message telling me that there is a problem with my account, because: "Apr 18, 2016: You may be buying or selling goods or services that are regulated or prohibited by the U.S. government.", and that I need to provide them with additional information in order "to return your account to regular standing".
When I click through on the links, it takes me to another message that says, "You have 12 days to resolve before your account becomes restricted.".
BUT there is nothing to tell me what information I need to provide to resolve the situation - the website just refers me back to the email above, which doesn't ask for any information.
So, PayPal has refused my payment and is still holding the funds (the refund is "pending"), and is threatening to "restrict" my account unless I supply them with unspecified information, all because I tried to buy a knife which is perfectly legal to own where I live.
