Paypal Issue: Payment pending for over a week OFAC

So, here is the issue: I bought a knife from a seller here for approx. $150. Both myself and the seller are located in CONUS. The payment, when sent, was immediately placed in a pending status due to "government regulations". Myself and the seller but called paypal, who said the payment should clear by 5/12. I called again today to see what the issue is, and they said the funds are still pending, and the only way to release them is by sending in some government form called an OFAC form. From doing research, I discovered that this form pertains to payments to countries and individuals under trade sanction (I assume hostile countries/territories/organizations).

I figured that his was a mistake, given that myself and the seller have both since then sent and received payments without issue. I called back and they gave me the same thing, and emailed me the form to fill out. Of course, they provided no instructions on how to fill out this complicated form. They are telling me that they cannot cancel the transaction, and it will remain pending until I fill out this form.

Has, anybody had anything like this happen before? I did include "Benchmade" in the shipping notes, but I can't imagine that has anything to do with it, because hundreds of Benchmades are sold on Ebay every day, and I assume the word "Benchmade" is included in those shipping notes without issue.

So dumb on Paypal's end and even their own employees haven't a clue..... Dam! Hope things work out, I would be furious, but then it wouldn't do a thing for me............. Sorry to hear on this nonsense.
 
I called them and had this "escalated"; whatever that means. Why this wasn't done the first two times I complained about it, I don't know. After doing more research, it seems people have had their payments flagged for including words like "Persian, Damascus, Cuban" in their item descriptions.
