Recently sent a well known and respected knifemaker a hundred bucks via PayPal, and it sat unclaimed for 2 weeks. He tells me, in broken English, that there was an unspecified problem with the payment and he was unable to access the money. I cancel the payment, intending to resend it, and am told the payment has been refunded to my credit card, but several days later it still isn't showing up. I read the fine print and PayPal terms are that they may take UP TO 30 DAYS to refund a payment to a credit card. I take a closer look at the original transaction to see what the problem was, and it says the recipient was "Unregistered" although I got a message stating funds had successfully been sent to him and I know there was no typo in the email address. So, now I'm waiting to hear back from him to verify that his PayPal account is still valid, and if the refund has not been issued by Monday I'm going to have to transfer another hundred bucks to PayPal while the original payment sits in digital limbo somewhere. Very pissed off about this "up to 30 days to refund a canceled payment" policy.
