PayPal policy on refunding canceled payments to a credit card

Recently sent a well known and respected knifemaker a hundred bucks via PayPal, and it sat unclaimed for 2 weeks. He tells me, in broken English, that there was an unspecified problem with the payment and he was unable to access the money. I cancel the payment, intending to resend it, and am told the payment has been refunded to my credit card, but several days later it still isn't showing up. I read the fine print and PayPal terms are that they may take UP TO 30 DAYS to refund a payment to a credit card. I take a closer look at the original transaction to see what the problem was, and it says the recipient was "Unregistered" although I got a message stating funds had successfully been sent to him and I know there was no typo in the email address. So, now I'm waiting to hear back from him to verify that his PayPal account is still valid, and if the refund has not been issued by Monday I'm going to have to transfer another hundred bucks to PayPal while the original payment sits in digital limbo somewhere. Very pissed off about this "up to 30 days to refund a canceled payment" policy. :mad:
 
A couple weeks ago a guy sent me a PayPal Payment- But I had to "Claim" it and couldn't? It was sent to my valid PayPal Account but PayPal didn't seem to recognize the payment - there was no sign of it in my account and there was no way to "Claim" the payment.

I contacted PayPal and they promptly ID'd a problem and resolved it. Seems for whatever reason they didn't recognize the valid paypal account email address. I've had the same account for 10 years plus.

If it's not back on my card by Monday evening I'm going to dispute the charge. Transaction was canceled and funds were reversed to my card on Thursday. When I've received refunds through PayPal to that same card I have the funds within 24 hours. Just spoke to another customer who tried sending this knifemaker funds and PayPal refused to process the transaction, saying he "does not accept this form of payment" and he has acknowledged having other recent problems with PayPal. I think he needs to open another PayPal account or set up a way to process credit card payments because a lot of people want to give him money.
 
Glad the refund came in within a week, which is the normal timeframe. From what I understand, refund process involves multiple steps (paypal starting another transaction with your CC company, your CC company verifying the original transaction, clearing and issue of funds from CC company's bank to your CC, and then CC company issuing a statement that shows credit on your card) and there is a chance of delays at every point (manual as well as computer), which is why PayPal states "upto 30 days".
