Back when the utilities had extra unused capacity it wasn't an issue even with the electric lights issue. It's cheap for them to process an extra 20 million litres of water, as long as they have the capacity for it but they can't charge you for it unless you actually use it.
And for the electric lights issue, a coal fired power plant pretty much runs at capacity all the time so if the power isn't being used then fuel is being wasted, hence the encouragement to use electricity unnecessarily. Now things are different, plants are really being maxed out and no new plants to relieve the pressure.
No new coal fired power plants? They're building two new ones in Gillette, Wyoming right now!! They're also building a new one down in Colorado.
