There's actually a whole separate forum right here at bladeforums.com (it's under the tactics & training link that is right under the banner ad at the top of your screen) about Filipino Combative Arts.
I hate to disappoint you, but most modern FCA schools really don't teach the balisong. You're much more likely to learn with trainer versions of popular modern folder knives such as the Spyderco Police or the Benchmade AFCK.
But, if you're lucky, you'll find a couple of guys there who like to keep the balisong alive just for the tradition and the interest of it.
