He experimented with His angels, giving 1/3 of them free will (his gift to Man) but neglected to give them freedom. naturally there was a terrible rebellion in Heaven led by the Archangel Lucifer. Well, God couldn't take away what He'd given them; taking away another person's freewill is the one unforgiveable sin, a guaranteed ticket to damnation. So God had to create Hell as a prison (a very imperfect prison).
It's like that with us: one makes a terrible mistake, can't undo it, just has to patch it somehow and move on. We who are made in God's image should not find this surprising... or think we can do better. And that is why God, though not omniscient or omnipotent, is all-forgiving. Because He Himself has need of forgiveness. We are of him, he is of us, inextricably.
