It is a Prionus californicus or California Root Borer from what I found online. I see two or the a year around here.

I mistakenly thought "Prionus Californicus" was a fancy term the California Legislature made up to say "bend-over" for more taxes, fees, and restrictions. I am comforted to know that it only refers to a huge ugly beetle that they probably protected by adding it to the endangered species list.
