Since you are talking about welding, you can kiss the nice patina goodbye, but its for the good of the tool so its all good.

i've seen a few cracked heads and always wondered if they could be repaired. put back into use, saved from the scrap heep, reborn
i'd love to see you get'er repaired.

It could be repaired if you wanted to do it. Open it up with an angle grinder. Then pre-heat with a torch and weld it with 7018. Tie a wet rag around the bit before you pre-heat to protect the temper.
 
Your investment was small and the Plumb brand probably has millions of other examples out there, still. Cut your losses (which does still have some value as a door stop or spitting wedge) and start scouting around for another one. Old used domestic axes are not about to go extinct, nor price themselves out of the market, for quite awhile yet. Determinedly seeking out a flea market/garage sale prize axe is very much like going fishing; the thrill is more in the chase than in the catch.
