Pocket knife under 2.5 inches.

First knife that came to mind I don't know of any other kershaws that small off hand though.
Also check out Opinel, they make smaller ones. They are like 10 bucks too and one hell of a performer for that price.
You can't go wrong with a Victorinox swiss army knife either.
Spyderco makes a few that small too if you like their designs and are cheaper, like the grasshopper, ladybug, ukpk, ambitious. They're all roughly around 2.5 I think.
If you can fudge the 2.5 a little go for a delica full flat grind. They are 2.88" and like 60 bucks give or take depending which model you get.
 
Get the Dragonfly. Trust me. :D

I prefer the ZDP, but get the VG10. It is easier to sharpen and its cheaper. Both steels are excellent.

...And sure why not, like swoop said get a smaller carbon Opinel also for under 10 bucks.

Do you like traditional style (slip joint) knives? If so then your choices will skyrocket.
 
For locking knives I would give another vote to the meerkat. It is unique and a good performer.
 
Yes I can't push the 2.5 inches the laws are strict and I think I'm going with the ambitious in purple. Do you know if the purple looks girly?
 
the ambitious is a great knife I have the persistence which is the next step up you should enjoy the ambitious although I don't think I have ever seen a purple one I have only seen black unless its a custom scale
