possibly a stupid question concerning drill presses

i have his idea of drilling at an angle (45 degrees) to put decorative/grip holes into a steel handle for a knife kit (Typhoon Balisong).

I'm assuming this is gonna rather difficult, does anyone make "cosmetic" holes know how to make it at such an angle and what kind of extra tools would it require?
 
You need to spot it first so the drill tip can start on a normal surface. If it were me I'd start it with a very short (stiff) carbide endmill of the full diameter until a hole is started.

Or perhaps do the entire thing with a 2 flute ball mill. Feed slow to minimize deflection.
 
I agree with Nathan, there is no way you will be able to use a standard drill bit off the bat, the ball mill sounds like the best solution.
