Where does one go for instruction? It's a mystery to me.

As a registered user you can not post pictures here that are stored on your computer. If you have photos stored on web photo hosting site or on your own website you can post them and you can post photos taken from websites.

If you want to be able to post photos stored on your computer, you will have to invest in an upgraded membership.
