Anyone use such a thing to cut out blanks? I would think it would be pretty common....

Hi Andrew, I once saw a vertical power hacksaw (reciprocating) with a small horizontal table that looked homemade. With it you could chunk enough off to finish profiling on a belt sander. A traditional horizontal power hacksaw as deker stated would only be good for cutting to length.
You can cut thin metals with a quality scroll saw, but it's not the right tool for, say 1/16 or thicker blade steels.
Generally scroll saw blades are thin and flexible and they move quite fast.
It could be useful for cutting thin silver or brass sheet .... maybe thin steel, but not blanking blades.
You'll need a metal-cutting band saw for that.
