No you you don't..
precision ground steel, is normally Blanchard ground,
it still needs to be finished,(has to be after the heat treat anyway)
it just means
it's parallel on all sides, no scale and cost more but less work for you.
sheared from plates means just what it says a big shear cuts the
plate steel to size, these can have some wrinkling in it.
some of the steels you can get ground some you can't
it's just the tip of the ice burg but hope it helps some..
