Given the OP can sharpen, has a decent array of knives then clearly it's a problem inherent to that particular knife's blade: poor metal, bad treatment - craptonite 
At least it TAKES an edge for a short while. I've got a Queen 420c stainless that simply refuses to take any edge at all let alone retain it- these are small Turkish clip blades on a small Muskrat. Likewise, a Fox&Hound knife from Italy in stainless is impossible to put an edge on, perpetual bluntness. Pity as it's a good looking lockback with some very nice Stag, but cutting tool it is not
