How do i set up a profile picture?

You can't. Only paying member can, sorry.

Click on "Settings" in the upper right corner, then click on "Edit profile picture" under "My Profile" in the menu on the left side of the screen. If what you really meant was your avatar rather than a profile picture, MrKnifekid is correct, that requires a paid membership.

Is a paid membership required if you want to buy a knife from another forum member on the for sale forum? IE. If i want to send a PM?

You can buy without a paid membership, but you have no P.M. privileges. You can post a Visitor's Message to the seller, but be aware that anyone can read those. Most sellers will have e-mail contact active, which is probably the best way to contact them.
