Letting the surface rust then cleaning off the rust and having to further rusting brings to mind the practice of "Pickeling" stainless Steel.

To do this you soak Stainless in a mild corrosive for a while, (Murietic acid works pretty well)

You then remove the rust and just leave the pits.

This is done for long term use in steel the need to move while under water, makes hinges and such not rust freeze.
