Quality, resonably priced folders?

Another vote for the Spyderco Delica 4 in plain VG-10. Just can't go wrong with that. If you don't mind smaller knives, the Dragonfly is just as good.
 
I favor knives that do more than simply cut stuff. One of the large choices of swiss army knives might help you.

Bestech. Awesome build quality, D2 steel, G10 handles, run on bearings. Cannot got wrong for less than $50. Possibly the most bang for buck budget folders that ALSO have high end offerings in TI/M390.

This. I just got my first Bestech. A Hornet in red G10. That bearing action is as good as the Reate D9 I got when they first came out. It's beautiful!
 
I also recommend getting an Opinel No. 7 or 8 with your other folder. Opinels are amazing slicers and great to own. They also cost almost nothing. So if I were you, I would get a Delica 4 and an Opinel No. 7 for less than $100. That would be a great start.
 
For Under $100 (if you shop around) I always recommend the Buck Vantage Pro in my list when people ask for a folder.
