Quench line? What is going on?

Etching this 1084 blade and there's weird areas showing up. The cloudy, almost hamon looking area at the bottom, then an area with horizontal lines above that, and another wavy line running through that. Does anyone have any insight into what these formations signify? Quenched vertically, sanded to 1000, and polished with loose 1000 between etches. Thanks.

Yes, that would be my guess, too. Blade not hot enough. Several different structures formed. If edge is hard and tests out OK, it will be fine to use.
 
Just to make sure ... you re-sanded the blade after HT to remove the surface decarb?
