Question about Rockwell Hardness

I'm sure that once I get the answer I will feel dumb for asking the question but will admit that the searching of Rockwell Hardness and RC scales have not yielded an acceptable answer to I must risk exposing my ignorance on the subject and enlisting assistance from the brain-trust here at BF.

Here goes.

Most of the knives that I am familiar with have RC values in the 50s.

I have a knife that has prominently etched on its blade "14/RC" and have seen ads for blades indicating values such as 13.

Can these blades really be this soft or am I missing something? I suspect it's the latter and will feel foolish for asking this but inquiring minds want to know.

Well they do have different scales so maybe its Rockwell Scale is different then C.

Edit: If it is a from a different scale i couldnt figure it out or see one it would match up with, im going to assume its a miss label.
Unless its a work hardened steel maybe?

Can you post a image of them?
It they were using a different scale it should not say "RC" it would be R?.
 
It is almost certainly not a Rockwell hardness marker. Even Mexican hardware store axes are in the 40's.
 
14/RC is the knife was made in 2014 and it was rockwell tested. Let me guess, is it a Puma?

It's actually a Puma cousin/woodpile relative and the ads I referenced were, in fact, Puma knives.
