You can not believe everying you read on the internet.
The characters read BU EI DOU (武栄道）which the style of Aikido that Steven Seagal studied.
The School itself is called BU EI KAI (武栄会）and can be seen in the photo on their webpage.

I will also add that the characters on the 1680ST blade look like either they were written by a chimpanzee
or someone who was piss drunk.
