I have a bunch of hatchet heads that were victims of last years fires here. Thats all I can tell you about the steel. I have reshaped these in to hammer poled tomahawks. The plan was to heat to 1500 and quench the hole thing in 28 second oil. oven temper, then use a torch to draw out the center. Problem is I don't know what to temper at for a hammer on one side and a hawk on the other side. Also on drawing out the center with a torch. I was thinking to hold the cutting edge in water and flip and dip the hammer end to keep it cool. I don't know if I'm coordinated enough to do this. any recommendations.

Whatever HT is appropriate for a 'hawk is also appropriate for a hammer .Tempering in an oven is fine .If you mean kitchen oven you're limited to 500 F.No need to temper the core more .You might do one and experiment before you do the others.
