Question on one of my knives?

I have a fixed blade knife, with a sleath, the blade is exactly 4", i have a question though, can i legally carry it on my belt, not covered with my shirt, but in plane sight?

What state are you from?
 
It can also vary from city to city. For example, in WA there is no prohibition on carrying a fixed blade, but go to Seattle, and it is a different story. Same goes for folders. Seattle has a blade length limit, where most of the rest of the state does not.
