Isaac NASH was an english maker, originally at Belbroughton in Worcestershire (UK) - later became part of Brades, Nash and Tyzack - then part of Spear and Jackson (now Neill Tools) see: http://toolemerablog.typepad.com/toolemera/2008/05/spear-jackson-f.html or http://www.timelesstools.co.uk/s&j_family_tree.htm
Without an image difficult to say exactly what it is, but my guess is an English Billhook see www.billhooks.co.uk
