Quick forge design question

Ive put together a couple Reil burners and I have the forge ready to go. Im not quite sure how the burners attach to the forge shell. The burners flare from 1" to 1 1/2" theres supposed to be a sleeve attached to the forge shell that the burner goes into. Theres three set screws to hold the burner in place.

Heres where im a bit confused. For this to work with my burners there will be a 1/2 inch gap around the burner. That leaves the inside of the forge open to the outside. Is that normal or should that be plugged with some wool ? I also read an article once someplace about using a plug of wood to shape the wool into or around your burner flare. I cant find the page. Is that to plug that gap ? or... Idk.
Last question. The sleeve that holds the burner goes half way into the wool liner. How far into the sleeve do you put the actual burner ? Is it flush with the end of the sleeve inside the forge ?
Ive been searching online for hours and ive found a lot of burner design info but nothing as of yet on how it connects.

Yes, there is a gap.
No, it is not necessary to plug it with wool.
The burner seems to work best about 1/4" from flush with the inside of the chamber, although this will depend on the chamber, burner, etc.
