Can it be 10 ounces?
I'm thinking the same question?? looks like lot of steel and brass, although at 21 inches overall the blade is around 14 to 15 inches and edged both sides removes good bit of metal.

Love Ram Kumar's style

Not impossible, but I suspect it's a typo. Looks to me that if you cut off the blade entirely, the part from the hand guard to the butt would probably weight 8 or 10 oz.
 
The size of this Wu Jian sword is about right for a scholar sword, the full size Wu Jian which is often associated with Tai Chi is much longer.

The scholar sword is what scholar's would carry around with them when traveling, and they are also depicted with certain deities that pertain to scholarly pursuits.
