the model 14 and 15 is it called a mortise tang? Where it’s showing on just the spine side?

Does it have shoulders on just the blade side?
 
That is the same as a partial tang or half tang. The snug fitting tang slot is cut in the handle material and it fits on the tang like a hot dog bun. Obviously, the spine side just goes straight back as a full tang. There is a stepped shoulder on the hidden side. The junction of the tang and blade at the edge side has a small radius just like a proper hidden tang.

To draw one out, draw the blade as a full tang, then re-draw the edge side of the tang as a hidden tang. That will give you the rough shape to cut out.

So the guard is only stopped by the shoulder on the blade side correct?

It is also used on some Scandi knives like the bigger Helle blades.
