Nathan, none of those other carriers, be it FedEx, UPS or even DHL would make any overwhelming courtesy refunds. All this current political BS aside, we all know that there are many things which ail the USPS and it can become much more efficient as an entity but I don't think that it will be a sphinx which will rise out of the ashes if they burn it down to the ground. The main culprit seems to be the rules and the regulations with the customs/excise of the importer. These are the sad time for which we live in. I think that not being able to get your CPKs into the hands of your ardent international buyers hurts your pride more than a few hundred $ which you have lost so far. It's a lose / lose.

ETA: just to expound, I sent a regular FedEx Ground package to Justin's address in Canada recently. Our $36.xx quote for FedEx G, escalated to $88.xx once it got delivered and I got the final invoice! If it was returned to me, I doubt if I could claim back the brokerage fee which they added on top. I think I would've gotten an , "eat sh*t and die" response instead!

I lost a good friend last October. He was dealing with some mental health issues, and anybody that has ever been around real crazy knows it's no fun. Ex marine with a traumatic brain injury and the medication wasn't working anymore. He was going down into the deep end of crazy. We'd been tight a long time but I wasn't enjoying our visits very much. Our last visit wasn't exactly toxic, but I was relieved when he went home. Then I didn't hear from him for a while and a few texts went unanswered. I wasn't surprised when they called me. I hadn't been particularly nice to him last time we spoke, even knowing what he was going through, and that isn't ideal, but is just being a human being and things are never perfect but your relationship is not defined by the last interaction, it's defined by the entire time. I find myself thinking about it a lot. I wish I didn't.
 
Yes, US Customs appears to be having issues.

There is an outbound Customs and then there is an inbound Customs, here in the US. Most countries seem to be following the same sorta inbound and then outbound Customs divisions. I may be understanding this wrongly, but my understanding was that the destination country's inbound Customs had kicked those packages back.
