If the budget can be increased by $1.80, it should be no problem ;) A tanto version can be had for under $55.

Hell, even a medium Voyager would be a great user. Thin, light, AUS10 steel, triad lock.

I'm not the biggest fan of CS nor their new parent company, but their classic folders are pretty dang solid for the money and most likely won't require any of GSMs paltry customer service.
 
I have this knife and i love it...i went for the D2 and carbon fiber scales and i love it.. The D2 is a much better steel in my opinion...it is a little harder to sharpen but holds an edge better than the aus 8...make sure to teach him how to sharpen a knife
 
These thumb-stud options from Kizer are a little different but both come in better steel. The first and smaller is the Mini Begleiter in N690. It is available in many different configurations but these can often be found under $60. The second is the full-sized Sheepsfoot Domin in 154CM. Mine had impressive action right from the box and that blade shape will prove its usefulness.
