946-949 were not assigned, so that would push the 1001, 1002, 1003 and 1004 down and make them eligible for badges (barely)

If they do get pushed down I would be lucky enough to get a badge as I am 1004!

is there any word on the reasoning behind this? (didn't find any directions concerning that matter...)
if it's cost - i'm sure there would be a way to overcome that!
