I could not find anyone offering RC testing as a service. Anyone do this in the North EAST if possible?

First try all your local machine shops..
They might not advertise it but the most likely have one.

Id much prefer the service of a fellow knifemaker, with priorit mail its pretty quick too.

If you want to mail it, I'd be happy to test it for the price of return postage.

MS, NH, VT, MA, MN, NY, NJ, PA, MD, and VA are full of makers and places that will test a blade for you. Join the NE Bladesmiths guild or come to Ashokan for one of the several knife events held there. You will make many friends who will likely be glad to test a blade for you.

Nathan will do a quality test. Knives aren't the same as most machine parts.

I really do hope to get to Ashokan this year!

Besides the annual seminar in September, there are often other events held by the guild or other blacksmith/bladesmith groups. Contact the Ashokan Center for any that are on this spring's schedule.
