Rockwell hardness is not the final product in a knife blade. The edge geometry is more important. Most folks get all excited about having a Rc62 blade....etc. If you have a proper HT, and the right edge geometry, the blade will cut well. If the Rc is high and the edge is wrong, the blade won't cut worth a dang.
All that aside, for a small skinner in 1095, try a temper at between 450F and 500F to get a Rc of 62-60. These values are based on a proper Ht with the austenitizing temperatures and tempering temperatures being accurate and not guesses at.
