Recieving a piece from the UK...Dang..how long should this take?

Not really a bad report of anyone...yet, or maybe not. Thats what I'm asking. I purchased a knife from a fellow member here in the UK. Knife was shipped UK Royal Mail via Airsure, which has del. confirmation. The DC number says the package was turned over to the USPS on the 14th of March for delivery in the United States. I dont know if that means it was turned over in the UK to the USPS or turned over in the States for delivery. Anyhow, its now the
11th of April and still no knife. I think I read that Royal Mail Airsure is treated as USPS Priority Mail here, I'm thinking I should have this by now. Or maybe not, could it still be in customs? I havent recieved any notification, I've checked the RM website and no new updates. The seller said he inquired with the RM and they assured him it would be delivered. I'm just wondering, should I give this more time or ask for a refund or have him file a claim? And who is at fault, what are the opinions there, I figured if documentation is emailed to me proving it was indeed mailed, or the package was mailed to my address..its the USPS' fault...no docs...I deserve a refund. Anyhow, maybe I'm jumping the gun way far on this:foot: Thats what I was looking for advice on. Any help or advice much appreciated.

EDITED to Add: I've recieved several items from the UK before, took like a week or two at the most. This one was marked collectable cutlery and I'm unsure about the value that was placed on it...if that helps.
 
I made it perfectly clear to those I sold to in Europe that once it left the US it was their problem. If he gave you a tracking number and it is working then he has no obligation to give you a refund. I would wait a few more weeks and then if you hav't recieved it iniate a claim or have him do it on his end. I would hope that it was insured for full value. If it wasn't and it was done at your request to save custom fees and taxes then its your loss.

Thanks for your input. I didnt really recieve a tracking number, more of a del. confirmation number. I think he thought it was a tracking number, but its only good until it leaves the UK. I didnt ask about ins. since I've shipped many things to the UK and recieved a few previously without any problems. I did not request it be left off due to customs fees or taxes. Hmmm....

I just wanted to say one thing...and its this:

Apparently there is a package from the Royal Mail waiting for me when I get home from work today.

I guess it didnt take as long as I thought it was:o
