Recommend me a < 2.5" blade knife...

2.5 inches is the max I can carry where I work....overall blade length, not just the cutting edge.... GO!

Not sure what your budget is, but here are a few in various price ranges:
  • CRKT Pilar. A fantastic knife for the price. Only drawback is that it's a bit heavy for its size.
  • Cold Steel Tuff Lite or Mini Tuff Lite. Both great knives. Only drawback is tip-down carry (if you care about that).
  • Spyderco Pingo. One of my favorites. Doesn't lock, but has a strong spring.
  • Spyderco Dragonfly. An absolute classic. Might be your best best. Comes in several steels and handle colors/types. No real drawbacks.
 
Spyderco Dragonfly 2. If you are decent with sharpening and need a laser that can hold an edge forever, splurge for the zdp version. G10 version is nice too as it has liners.

Esee Candiru if you are allowed to use a fixed blade in that size. Esee can take a beating and will take an edge quickly (1095 steel).

I'd probably just carry a victorinox cadet. If you do a lot of cutting and need a better steel go with one of the ones Brancron mentioned. I'm partial to the Pingo.

Takes a special sort of Looney to be afraid of this little guy. There are FRN models much cheaper than this titanium one too.

Benchmade Megumi if you don't need a clip

Spyderco Tusk with marlin spike if you want something expensive and different with an extra "cool" factor. (Or if you do sailing?)
 
Thanks everyone...the Pingo and Pilar definitely caught my attention...I was not aware of them at all!
