sounds like some firm restrictions concerning 'pocket knives' in the CG have changed since I was in, stationed on LE CGC Morgenthau and Munro, and a qualified boat engineer in which we transported the boarding parties to the vessels then stayed on station for security, ect, anyway, I was issued 2 of the orange scaled Camillus autos (still have) a Camillus marlinspike knife (still have) and often had a 6" Italian stiletto auto that I picked up in Tijuana (still have) in my jacket pocket almost 100% of the time when I was on board ship. I bought a 5" stainless Gerber boot knife for when we were doing boardings so I had something bigger/stronger to get at quickly if I had to cut a line, ect. Anyway, knives everywhere and it was unusual for most people to not have one or two on their person so it was very knife friendly.
I would recommend like others the Spydy Salt plain edge for the cool factor and clip, tell 'her' to buy a beer or two and make friends with one of the boys in DC (damage control) we had a killer set of stones and they could put any abused knife back to shaving sharp in no time so no worries and stick to plain edged blades. I couldn't believe she couldn't at least get ahold of a marlinspike as every SN deckie had one and using the spike as a clip it stays at the ready like any knife with a clip does.
hats off to her for doing her part and she will get what she puts into her exp. with the USCG, mine was great.
