Refinish Blade

I am new at this and would appreciate some professionl advice.

Have a Randall #1 that has been in storage for several years. Took it out today and have black specks and marks on the blade. Don't see any rust.

What is the best way to bring back the finish without destroying the knife value.

Do not have access to power tools so will have to do by hand.

Any advice will be appreciated.

This has happened to me also. What causes the black specks. Is this rust or something else? I have suspected moisture in the sheath, but could it be another problem such as reaction to dye, etc.

NeverDull wadding is very good at removing discoloration without being overly abrasive.
