Refurbishing Old Short Sword

I just picked up this Argentine Modelo 1909 short sword from a vendor at a gunshow. The blade has marks from some type of grinder. I think at some point a grinder of some sort was used to remove rust and/or sharpen the blade.
I'd like to repair this damage to the blade, and was thinking of using a technique similiar to that found in this youtube tutorial:

However I think I would need to start with a courser grit sandpaper to properly remove these marks.
Does anyone have any suggestions or advice for this job?

Yeah it'll take some work to sand that out but it's doable. Make sure you have a foam backing pad to the discs to give some cushion, as that'll give a more uniform finish. Every change of grits, flip the direction of your passes by 90° if possible. It makes it easier to see the scratches from the previous grit to ensure they were all removed. Keep the blade cool with water...you can heat it up really fast if you aren't careful.
 
That'd do. The softer the pad, the more of a "melt" effect it'll have on any crisp lines, though, so bear that in mind. A fairly firm pad it usually best. Gives just enough cushion to follow contours without making everything too rounded over looking.
