I have a friend that I recently have introduced to Chris Reeve knives. He really like my Mnandi and Umnumnfan. He asked my what are differences between the regular and 21. The only thing I know of are the finger grooves.
finger cutaway for reaching the thumbstud is round/crescent like in the 21, wavy on the regular.
The regular has a blade with more belly, the 21 looks pointier.

Assuming that you are asking about the Sebenza, being an owner of both, my observations are that the thumb cutout for disengaging the integral lock is a crescent on the 21, like the Classic. The Regular is wavy, as others have already pointed out. Also, the opposite handle is pre-chamfered so that if a double thumb lug is added, either during production or if the customer send in a knife for this to be added, it will accommodate the double thumb lug without changes (the Regular needed the handle on the side of the added thumb lug to be chamfered). The front edge of the handles that form the hilt when the blade is deployed is now chamfered.
The new method of attaching the lanyard, via a pin that fits into the lanyard hole, transcends the various Sebenza models, meaning that models without the pin can have it added. I like this new method of attaching the lanyard, mainly because the lanyard is now less susceptible to coming off through wear.
